Aden workshop discusses public-private partnership in fishery support



The Executive Bureau for the Acceleration of Aid Absorption and Support for Policy Reform (EB), in cooperation with the Ministry of Agriculture, Irrigation and Fishery, on Wednesday organized in Aden a workshop to discuss dimensions of potential partnership between the public and private sectors in order to back and develop Yemen's fishery sector.

Funded by the International Growth Center (IGC), the workshop discussed a developed research study including modern methods and similar experiments that would help discover and facilitate cooperation between the public and private sectors, in a bid to develop a clear mechanism to cooperate in supporting the fishery sector that saw decline over nearly nine years.

The study was developed after lengthy consultations with Yemen's stakeholders and international partner organizations, so as to obtain a unified opinion on priorities of supporting this vital sector, author of the study in virtual interposition.

The study includes an action plan for phased creation of two-sector partnership and models of similar case studies aimed to activate and improve fishery projects, particularly in terms of fish unloading process and the improvement of training facilities, Ned White, also international expert in public-private partnership, added.

The action plan also includes, he said, the best methods to cope with potential risks threatening partnership, to make use of available chances, define responsibilities and maintain assets.

EB policy senior advisor, Saleh Fadhel, talked about the ongoing partnership between the EB and the Agriculture Ministry in many fields and about the EB's role in providing technical support, necessary consultations and data to develop studies that help implement development projects, particularly those serving the agricultural and fishery sectors.

Fadhel also highlighted the EB's role in assisting the IGC to develop studies and policy papers, and to offer consultations in order to introduce this study relating to the creation of public-private partnership.

In the presence of Agriculture Ministry's deputies and staff in charge of fishery sector, the 2-day workshop is expected, on Thursday, to discuss with businessmen and traders the private sector's view on this partnership and ways to go ahead in applying such view in order to support the fishery sector and improve its facilities.
